The Sacramento Metropolitan Air Quality Management District (SMAQMD) will conduct a public workshop to discuss a proposed revision to the State Implementation Plan (SIP) to comply with the federal Clean Air Act (CAA) requirements for Contingency Measures. The CAA requires ozone nonattainment areas to develop SIPs that include contingency measures. Due to recent court decisions, EPA released updated guidance requiring contingency measures that are triggered by a failure to attain the air quality standard by the attainment date or make reasonable further progress towards attainment.
The Sacramento Federal Nonattainment Area, which include all of Sacramento and Yolo counties and portions of Placer, El Dorado, Solano, and Sutter counties, is classified as a nonattainment for both the 2008 and 2015 8-hour ozone National Ambient Air Quality Standard (NAAQS). This SIP revision identifies the proposed contingency measures for volatile organic compounds and includes an infeasibility demonstration for nitrogen oxides contingency measures. This plan revision will be submitted to the U.S. Environmental Protection Agency (EPA) for SIP approval.

Upon request, SMAQMD will attempt to secure services to provide interpretation for this public workshop. The request must indicate what language you need and whether you will be attending the meeting in person or through the remote/virtual option. SMAQMD will attempt to secure interpretation services for the language requested; if the District is unable to secure interpreters in your language, you will be notified prior to the meeting. A request for interpretation must be received by 5:00pm on September 11, 2024.

There is very limited parking available in the garage at the SMAQMD office. Other options include RT Light Rail service to the 12th & I Street Station and the city parking garages at 14th & H Streets and 13th & J Streets. Participation is also available online via Zoom.
